The project marks the first historical building scheme to adopt the 'Retain House and Tenant' model, whereby the existing tenants are retained during the process of preservation of the building and the local community is mobilised to participate in the revitalisation process. 

The project objective is to conduct a feasibility study for the adaptive re-use of a historical tenement house, including the preparation of schematic design options for various proposals to revitalise as a focal point for cultural/heritage/tourism development in Wanchai area. Extensive option evaluation and public consultation was carried out. The Blue House Cluster has been awarded the UNESCO Asia-Pacific Awards for Cultural Heritage Conservation in 2017. It is the first time a built heritage conservation project in Hong Kong has ever received a UNESCO award.
